Your can lead the country with a lot of ethic with tolerance by the majority to the minority so it can reduce the tension and fear that the majority are welcomed the minority with sincere.
Your also can lead the country with a lot of ethnic where minority getting too much benefit and ignorance the majority with empty promises but your will slowly create a disaster massacre in the future. 
The great Umayyah Dynasty  at Spain  began with minority Arabic built up the nation with great achievement in creating the new race called Andalusia .  But when the leader from minority ignorance the origin non muslim race, the great Islamic government at Spain finally totally vanish forever  when  Christians crushed one center of resistance after another and finally, in January 1492, after a long siege, the Moorish sultan, Muhammad XII, surrendered the fortress palace, the renowned Alhambra,
"half a million within the realm, 100,000 had died or been enslaved, 200,000 emigrated, and 200,000 remained as the residual population".
So to the Cauvanist leader they shall read history and take a lesson.

Japan First Time Deficit after 31 year




TOKYO, July 6 — Japan’s government could run out of money by the end of October, halting all state spending including salaries, pensions and unemployment benefits, because of a standoff in parliament that has blocked a bill to finance the deficit.

The deficit financing bill, which would allow the government to sell bonds needed to fund almost half of the budget, has languished in parliament as the ruling Democratic Party tussles with opposition parties that can use their control of the upper house to reject legislation.

“Without this bill, the budget will collapse,” Finance Minister Jun Azumi said today, pleading for cooperation from the two largest opposition parties.

“It doesn’t matter which party is in power. I really hope that we can get a multi-partisan agreement on the deficit bill.”

If the bill is not passed, government spending would grind to a halt, the world’s third-largest economy would be put in jeopardy and its standing among credit ratings agencies could suffer.

Japan is not the only developed nation that is staring at an imminent fiscal crisis. Greece’s debt-strapped government could run out of money within weeks unless it secures a €31.8 billion (RM125.3 billion) tranche of bailout funds from the European Union.

The US economy is facing US$4 trillion (RM12.6 trillion) worth of expiring tax cuts and automatic government spending reductions at the end of the year, and a standoff in Congress makes the chance of a compromise over the so-called “fiscal cliff” look dim.

The impasse in Japan, however, comes just after Prime Minister Yoshihiko Noda won over the opposition to pass an increase in sales tax in the lower house of parliament. However, a section of his party quit over the vote, and is poised to form a new party.

Noda’s Democrats still control a majority in the lower house of parliament, but are outnumbered by the opposition in the upper house. Many analysts say mid-term elections could be called.


“There’s so much uncertainty over the political outlook that it’s hard to say how big the risk is of the government running out of cash,” said Naoki Iizuka, senior economist at Mizuho Securities in Tokyo.

“The key would be the timing of any snap election and who would be leading the Democratic Party at the time.”

Opposition parties have threatened to delay Japan’s deficit financing bill in the past but have eventually yielded and voted in favour. This time, however, the opposition may be more emboldened because of the row over the sales tax hike.

Japan’s fiscal cliff

Japan’s budget for the current fiscal year that started in April totals ¥90.3 trillion (RM3.6 trillion).

The deficit financing bill allows Japan to sell ¥38.3 trillion in government bonds to fund the budget. The remainder is funded by tax revenue, non-tax revenue and income from bonds earmarked for public works projects.

Government expenditure is forecast to reach ¥43.9 trillion by the end of September, Azumi said.

Assuming that the deficit financing bill does not pass, the government would have only ¥46.1 trillion on hand, Azumi said. This means the government is sure to run out of money by the end of October, he said.

The first in line to take a hit if Japan starts running out of money would be regional governments, which rely on tax grants from the national government for much of their spending.

The Finance Ministry could start cutting tax grants to local governments in September if there is no sign that the deficit financing bill will pass, Azumi said.

The government would try to prioritise pension and unemployment payments, but once the money runs out, there is not much the government can do, finance ministry bureaucrats have said.

Prime Minister Noda could reach an agreement with opposition parties to provide some temporary funding. However, Noda does not have the right to override parliament on the voting of the deficit funding bill.

Japan already has the world’s largest debt burden at nearly twice the size of its US$5 trillion economy, and a breakdown in fiscal spending could increase skepticism that politicians are losing their grip on public finances. — Reuters

METHOD STATEMENT OF DOUBLE GIRDER OVERHEAD CRANE

How to install Rail Mounted or EOT Gantry Cranes

Electrical Overhead Travelling (EOT) cranes or Gantry Cranes are commonly found in factory applications such as steel yards, paper mills or locomotive repair shops. The EOT gantry crane functions similarly to an overhead bridge crane, but has rails installed on the ground and gantry-style legs to support the crane. Capacities range from 2 to 200 tons, and sometimes even greater capacities. Most are electrically powered and painted safety yellow.





Overhead cranes, sometimes also called bridge cranes, are cranes with a hoist traveling along the bridge between parallel runways. They are designed to meet the medium to heavy industrial lifting requirements, covering all parts of manufacturing process.


With this post i just want to share knowledge for installing the overhead gantry during construction.

2.0   DOULBLE GIRDER E.O.T CRANE INSTALLATION PROCEDURE (BY MOBILE CRANE)

            A. Crane Erection Inside Building

1.0   proposed indicating area required site clearance for mobile crane and trailer parking for the unloading, assembly and erection of overhead crane  (Area of 30m(length) x 20m ( width-crane span) at each bay).
2.0     Erection work will be carried out inside building.

            B.  Crane Installation

1.0          A complete double girder crane is made up the following major part:
i)                    Girders
ii)                  End carriages
iii)                Hoist
iv)                Flat cable power supply and mobile control system
v)                  Other smaller items like long travel control box, end stopper, limit switch and etc.

2.0          Upon unloading girders from trailers, the girders will be placed on stools at two ends for
subsequent crane assembly work.

3.0      Assemble end carriages to 1st girder ( power supply side) and tigten bolts and nuts
Note: Girders and end carriages are match-made in factory with matching marks punched on each item. Re-match the matching marks during installation at site.
4.0      Strap a short sling around the girder and lift up the girder slightly by using mobile crane   
(refer Appendix A).
Note: When strapping short sling, using soft material around the girder to protect it from
being scratched.
5.0      Site touch up painting.

6.0      Tie 2 manila ropes at each of the end carriages.

7.0      Rotate the girder so that it makes an angle of approx.45º with the runway and are position in between columns.

8.0      Lift up the girder at the center until it clear the runway. Using the nylon ropes rotate the
crane from 45º to 90º ( with the runway ) ( refer to Appendix B ) and slowly lower crane
onto runway rails
9.0      Remove all ropes

10.0      Repeat step ( 4) to ( 9) for another girder
11.0      Lift up the hoist with mobile crane and place on top of girder
12.0      Fix up all electrical wiring and downshop power supply
13.0      Test each movement of the crane.
Note: Depends on the availability of power supply.

3.0                   SAFETY AND HEALTH

1.0       Regulations

All site activities shall comply strictly with UEMC Project Health and Safety Plan regulations and requirements. All staff will also be familiar with the Construction Crisis Team’s Handbook.

             2.0       Launching Safety Briefing

A safety briefing will be conducted by the launcher prior to the launching to ensure that all people involved are familiar with the works (The Designed Launcher will be fully in charge during the launching activity). The safety officer will then brief the workers on the general hazards of slab launching.

3.0       Equipment Checks

The safety officer will check and ensure that all cranes are fully operational and that there is no irregularities prior to the launching. The launching will be halted if any irregularities are observed.

4.0       General Safety

All workers are to wear PPE equipments such as  safety helmet and safety shoes within working area. All safety issues will be governed by the Health and Safety Plan and adhered to strictly.

5.0       Environment Issues

The Environmental Management Plan will be adhered to strictly on site.
